Born in Valencia (Spain, 1968), I work as international consultant in official statistics, with 20 years of experience in governmental and private institutions including all the different phases of statistical production, dissemination and planning.
I obtained my degree in Mathematics (Statistics and Operations Research) from the University of Valencia and became Senior Statistician of the Spanish administration in 1995, being admitted as a member of professional societies such as the International Statistical Institute (ISI), the Spanish Statistical and Operations Research Society (SEIO), the Inter-American Statistical Society (IASI) and the Romanian and Chilean statistical societies.
Besides my current position as Director of DevStat (www.devstat.com), a global statistical consultancy, I previously founded IDESA in 1992.
As Director for International Relations at the National Statistical Institute of Spain (INE), I was directly involved in the implementation of statistical cooperation programmes in Latin America and the Mediterranean regions, and participated in high-level coordination meetings at European (Statistical Programme Committee) and international levels (UN Statistical Commission, Conference of European Statisticians, Statistical Conference of the Americas, etc.). As technical director of the Regional Statistical Institute of Valencia (IVE, Spain), I had to coordinate a large number of projects in economic and social statistics, dissemination and the regional statistical system.
My professional experience includes statistical capacity building activities (including training) in developing, middle-income and transition countries in the Mediterranean, sub-Saharan Africa (Cape Verde), Latin America (Bolivia, Chile, Colombia, Peru, Uruguay), Asia (Kazakhstan, Korea, Thailand) and Central and Eastern Europe (Croatia, Kosovo, Moldova, Romania), which have provided me with the knowledge about problems and solutions in statistical systems in a diversity of countries. I have been a consultant for a number of international organisations including the European Commission, UNCTAD, ITU, PARIS 21, and the Inter-American Development Bank. I have also served as Team Leader in EU-funded projects, managing large multinational groups of experts (MEDSTAT III, 2010-2013; Romania Phare 2005 and 2006) and Key Expert in several others.
Specific topics on which I have technical expertise include development indicators, Science and Technology statistics, Information Society indicators and SME statistics (main author of the UNCTAD Manual for the Production of Statistics on the Information Economy).
I am fluent in Spanish (native), English, French, Italian, Romanian and Russian.
